The research regulatory framework is enforced by various key players with clearly defined roles and responsibilities. These bodies operate mostly within both the framework of legislation and the ministerial reference framework for research involving humans. They are supported in carrying out their mandate by the RRASU staff and the Executive Management Office of the Montreal West Island CIUSSS.
Research Ethics Board (REB)

The composition of the Research Ethics Board (REB) includes scientists, legal experts, ethicists, and community representatives. The board safeguards human dignity by upholding the well-being, safety, and rights of research participants, including respecting free and informed consent. It operates independently under rules established by the Ministry of Health and Social Services (Ministère de la Santé et des Services sociaux – MSSS) that are grounded in the highest international standards. The REB’s mandate is to evaluate the ethical, legal, and scientific aspects of all submitted research projects, to approve or suspend them if necessary, and to monitor them ongoingly. Under the MSSS multicenter framework, research projects must be evaluated and monitored by only one REB within the health network, regardless of its location. All multicenter institutions must comply with the decisions made by the reviewing REB, which is then referred to as the Evaluating Research Ethics Board (CÉRÉ in French).
Personne formellement mandatée (PFM)

The Personne Mandatée (PM, or officially the PFM) is appointed by the institution to authorize research in Montreal West Island CIUSSS all facilities, including research centres. With the support of the RRASU, the PM ensures that all CIUSSS stakeholders are aware of the project and agree to its implementation. The PM authorizes the project after both the triple review (ethical, scientific, and site feasibility) and, where applicable, the evaluation of privacy factors (commonly referred to as EFVP - évaluation des facteurs relatifs à la vie privée) are concluded with a positive response.

Research Centre (RC) Directors

Research centre (RC) management supports researchers in their activities but does not participate in the evaluation of their research projects. RCs are responsible for providing researchers with researcher status or research privileges, (which are essential for obtaining research project authorization) and are responsible for reviewing research contracts. They are also required to provide support to researchers by ensuring that research projects proceed smoothly, that regulations are followed, and that they manage the majority of research funds.
Responsible Conduct Officer

The Responsible Conduct Officer ensures both the scientific integrity of individuals conducting research activities and the proper conduct of their practices. They are responsible for handling all allegations of misconduct involving the Montreal West Island CIUSSS employeesand external researchers, but not those involving McGill University staff or researchers, for whom this responsibility falls to McGill University.
Convenience evaluators are managers appointed by each branch of the CIUSSS to review, approve or deny the conduct of research projects that are related to the direction they represent or that use some of their resources. They can also be challenged to obtain a letter of support.

The PMSD is responsible under the Health and Social Services Act to authorize access to individuals’ personal health information when consent cannot be obtained from individuals themselves. The DMSP, through the USER, ensures that any request to this effect has first received the necessary approvals from the REB, the Appropriate Assessors and the Privacy Officer.

The Office of Senior Management of the West Island of Montreal West Island senior management endorses the appointments of the MFP and the PCCR, approves the appointment of REB members and supports the REB and the Complaints Commissioner in the performance of their duties by ensuring that they have all the necessary resources. The Office of Senior Management also provides the necessary resources for the development of the regulatory framework, its updating and enforcement, signs contractual arrangements for certain research and signs authorizations for access to personal information other than medical information.
The Complaints Commissioner is responsible for the Establishment of respect for the rights of users, their satisfaction and the diligent handling of their complaints. This includes participants in research projects, to whom these rights apply as stipulated within the consent forms they sign.
